The districts of Lyallpur were created in 1904 by merging Samundri and Toba Tek Singh. Sir Charles Rivaz, the British Lieutenant Governor of Punjab, and the Mian family of Abdullahpur laid the foundation for Ghanta Ghar a year earlier, in 1903.

A plaque at the base of the clock tower states that Chenab Colony\’s devoted citizens erected the structure as a tribute to Queen Victoria.
